Hurricane Ingrid weakened to a tropical storm Monday morning as it made landfall near La Pesca, Mexico, the National Hurricane Center said.

The storm was one of two tropical systems that hit Mexico from either side over the weekend, causing rivers to overflow their banks, spurring mudslides and flooding roadways. At least 21 people have been killed.

Packing winds of 65 mph, Ingrid could drop up to 15 inches of rain over eastern Mexico, the Miami-based hurricane center said. The storm has already been blamed for six deaths in the states of Hidalgo and Puebla due to flooding and mudslides, according to Mexico's state-run Notimex news agency.

At least 16 other people were killed when Tropical Depression Manuel hit the Pacific coastal state of Guerrero. Manuel dissipated overnight Monday, but heavy rain continued along the country's southwestern coast.
