Billie Sol Estes, a West Texas millionaire, con man and friend to politicians and mobsters, was found dead Tuesday morning at his home in Granbury, his daughter, Pamela Padget, said.

Estes was 88.

Before there was Monsanto and farm subsidies there was Billy Sol and LBJ bilking the taxpayer through the US Dept. of agriculture. In hindsight the historical significance of Billy Sol is that government bureaucracy is designed by congress (both federal and state) to appropriate wealth from taxpayers under the guise of helping the private sector. So common is the practice today that no law can be drafted without hundreds of pages which serve as a road-map to theft by a government gone awry.
