Upshur County — The Longview News-Journal reports ---- an Upshur County grand jury has no-billed Judge Dean Fowler on new allegations.

A special jury met on May 16 to hear new evidence against Fowler and decided not to indict him.

Fowler currently faces charges of official oppression and abuse of official capacity after a man was removed from commissioners' court when he repeatedly wore duct tape over his mouth.
