TYLER — COMING TONIGHT: It's called Recidivism.  And Smith County Sheriff J.B. Smith says that's been the case throughout his entire career as Sheriff.  The same prisoners just keep coming back for more.

We'll speak with a Licensed Professional Counselor to see why that is.
