He didn't see driver ahead slow down.

The Houston Chronicle is reporting; a teen driver was killed in a traffic crash on Wednesday night in north Harris County when he was talking on a cellphone while driving, officials said.

Justin Martinez, 18, died in the two-vehicle wreck on Louetta near Haude about 9 p.m. Wednesday, according to the Harris County Sheriff's Office.

Deputies said Martinez died at the scene. No other injuries were reported.

Martinez was driving a black Saturn Ion eastbound on Louetta while he was talking on his cellphone and out his car window to someone driving in another vehicle in a lane of traffic.

Martinez apparently was unaware that a vehicle in front of him was slowing down to make a right turn onto Haude, deputies said.

The reporter is to be commended for reporting that the driver was using a cell phone. Cell phone usage during an accident needs to be reported just as failure to wear a seat belt is.
