Lufkin, TX — A Diboll man was arrested Friday on charges of indecency with an 11-year-old girl.

According to a complaint filed with Diboll Police, the girl told an investigator Santos Rios, 29, grabbed her by the waist, pulling her against him. She said he then began kissing her neck, leaving a hickey, the complaint stated. That incident allegedly happened June 5.
