Too fast for conditions, that's the ticket he should be issued. All seasoned drivers know the hazzard of wet roadways is when it first begins to rain, when water mixes with debris on the road surface and forms a slick glaze. In these winter months, times of relative high humidity forms condensation on the roadway. (high relative humidity most often occurs in the predawn when temps are low). Though no rain, the roads are wet from this condensation making a slippery surface. Drive to arrive.
