Gregg County — A public servant who strayed from the straight and narrow, former Gregg County Sheriff Tom Welch brought significant change to his department until he resigned after being convicted on multiple corruption charges.

Those who knew him said the man who died this past week left a legacy as an effective administrator, a military veteran, churchgoer and cattleman.

Welch was found dead Monday in his north Gregg County home. He was 83.
