Grand jury technicality could free accused felons
New state law prompts problem
Houston — The Houston Chronicle is reporting; The threat of almost 60 alleged felons, including two accused of capital murder, being released from jail forced judges and prosecutors to scramble Monday to keep them locked up.
A new state law, which went into effect Jan. 1, extends grand jury terms from three months to six months. But that's not the problem.
The problem is that few in Houston's criminal courthouse seemed to plan for the change, and any jailed felon not indicted within 90 days of arrest is entitled to a "reasonable bond."
