TYLER - Cell phone customers are angry with cell phone providers at their hidden fees.
One in particular, the USF fee is used to fund a government run program that helps lower income Americans apply for a free cell phone, with up to one thousand minutes for the year.
USF has been around since the 1980's and a part of the Communication Act since the 1930's.
Just recently though the funds transfer to Safelink Wireless a Tracfone company that is used to provide people with the free phone.
