If you use pre-paid cell phones, should the government know about it?

Pre-paid cell phones are used by many Americans and people worldwide, oftentimes to avoid long-term contracts by cell phone companies.
But they are also often used by suspected terrorists and drug dealers, because they require no registration or identification in order to purchase.
Now, a new piece of legislation, co-authored by Senator John Cornyn (R) of Texas, would require identification upon purchase of the pre-paid phones.
Is this just another example of too much government intervention? Or could it possible help in securing our nation and world?
