Kilgore budget takes long-range look

Kilgore, TX — There wasn’t time to plan for growth when Kilgore’s population gushed from 500 to 12,000 in the five years after the 1930 oil boom.
Today, there are about 12,200 residents in the City of Stars. The City Council has steadily annexed land the past 15 months to accommodate growth and this past week began its annual budget-writing season.
The five-member elected body, and a city staff led by new City Manager Scott Sellers, say they want to design a 2012-13 spending plan that paves the way to 2014 and far beyond.
“It’s part of a greater effort, and not to just do something for its own sake,” Mayor Ronnie Spradlin said, listing elements in place to guide the city’s spending. It is starting with a residents’ survey mailed to water customers.
