KILGORE — City Manager Scott Sellers laid out a $22 million budget for 2012-13 on Tuesday to City Council members who then proposed a tax rate and scheduled hearings for public input on both.

Kilgore’s spending proposal requires $245,000 more than this year’s budget.

Large expenses include almost $1 million in upgrades at the Rabbit Creek water plant and infrastructure work in the Remington Estates development.
