WASHINGTON D.C.--Lawmakers on capitol hill are debating a proposal to allow a research facIlity holding cattle infected with foot and mouth disease to move into the U.S. mainland.

Currently the facility is located on an isolated island off the coast of New York.

Homeland Security wants to move the lab inland.

Texas is one of the states that's being considered.

But some critics say it's too dangerous to conduct such research near commercial herds.
