Texas-- More than half of the complaints against Texas dog breeders in the last three years could not be resolved.  Better Business Bureau says a big factor is that breeders are now using the Internet to sell puppies while avoiding federal inspections. 

The U.S. Department of Agriculture only regulates wholesale breeders.  Therefore, those who sell puppies through flea markets, ads, or Websites go unregulated.

The Texas Humane Legislation Network is trying to pass a bill in 2011 that would allow them to regulate and license anyone with more than 11 breeding females. 

Better Business Bureau President Mechelle Mills says that when a puppy buyer shops online, they are taking a risk.  Mills says, "People find a puppy online, then they wire the money to these people. Once you wire the money, it's gone. A lot of times you don't even get the puppy, and then you don't know if the puppy has skin diseases or anything like that either."

BBB says without legislation requiring more inspections, responsibilities lie with the breeders.
