Officials seek way to pull business center out of jurisdictional crossroads

The River Bend Business Center and Industrial Park at Texas 31 and Interstate 20 lies near Kilgore, falls in Longview’s extraterritorial jurisdiction and is given water by the Liberty City Water Supply Corporation.

The confusing set up may soon be cleared up if those groups, along with Gregg County and the Kilgore Economic Development Corp. can come to terms on a broad-reaching proposal that would tweak city boundaries, make way for new annexations and some de-annexations and has been labeled a “win, win” by multiple parties involved.

Both the Longview and Kilgore city councils are set to consider negotiations this week for the proposal that, at its core, would draw Longview’s southern boundary back to the Sabine River, allowing Kilgore to serve — and maybe annex — the industrial park while making Kilgore a customer of the Longview Water Department.
