New Alcohol Election To Take Place In November

WINONA - It's not over until it's over.
A visiting judge orders a new alcohol election for the City of Winona.
The November 3rd election will decide if alcohol is sold for "off-premise consumption."
In May, voters decided to keep the city dry.
But it turns out, seven of those voters were ineligible, because they didn't live within the city limits.

Why must the city and county endure the expense of another vote? Can they not discard the 7 inelgible votes and tally the results?
