The Texas Police Chiefs Association has advised the City of Hallsville to make immediate, sweeping changes to its police department, which was tainted by scandal earlier this year.

Mayor Jerri Medrano fired Police Chief Greg Scott and two officers this past December, but the trio was rehired in January on a 3-2 vote of city council.


When the officers were re-hired, Medrano asked for the management study of the police department to be conducted by the police chief’s association, on advice of the city attorney.

The study, which cost slightly less than $6,000, was conducted in February.
