Hallsville, TX (Longview News-Journal) — A second suspect has been arrested in connection with the 2009 slaying of a Hallsville man.

Thomas Dean Richardson Jr. was held Wednesday in the Harrison County Jail, charged with murder in the death of Bobby Joe Inzer, said Rick Hagan, special prosecutor for the case.

Richardson’s co-defendant, 20-year-old Harley Blake Vaughn, of Harleton, was arrested this past week and charged with murder in the old case.

Vaughn and Richardson were 16 years old at the time of Inzer’s death.

They will go before Harrison County Court-at-Law Judge Jim Ammerman in April to determine if they will be certified to stand trial as adults.

Hagan was appointed special prosecutor for the case after Harrison County District Attorney Coke Solomon recused himself on grounds he defended one of the suspects before being elected to office, Hagan said.

“And since then, I have developed some new evidence in the case that led to their detention right now,” he said.

The suspects were held at Willoughby Juvenile Detention Center at the time of Inzer’s death and charged with murder in the case but released after after claiming self defense. A petition was never filed to refute the claims.

“Since that time, additional information has come forward that (has) cast that (claim) in serious doubt,” Hagan said.
