UNDATED—On Tuesday morning, Somali pirates were at work again, hijacking another foreign ship off the coast of Africa.

Captain Richard Phillips is preparing to rejoin the crew of the Maersk, Alabama in Kenya. However, after last week's hostage standoff, some on the crew are determined not to let the incident pass without a change.

Meanwhile, Defense Secretary, Robert Gates says military action alone won't end piracy. Secretary Gates says the problem is rooted in Somalia's instability and poverty.

NBC's Brooke Hart reports from Washington, D.C.
