Should the state grant post conviction DNA testing to all convicted killers on death row?

Lawyers for convicted triple killer Hank Skinner, who is facing execution in November, want a court to order
DNA testing of evidence... untested by investigators before skinner's 1995 trial.

His attorney's cite a state law that just took effect allowing for testing if there's a reasonable likelihood the results will be more accurate.

The Texas Attorney General's office says the filing is under review.

Should all death row inmates be granted post-conviction DNA testing?

DNA is not the holy grail of evidence. While it can be considered along with other evidence, it shouldn't be used as an absolute proof of guilt or innocense. For me the greater question is can he prove he was wrongly convicted?
