HOUSTON (AP) - Texas and federal environmental regulators are
presenting a draft plan for fixing industrial air permits that
violate the federal Clean Air Act.

The Texas Commission on Environmental Quality and the U.S.
Environmental Protection Agency presented the proposal on Thursday
to petrochemical companies and environmental activists.

While both say progress has been made in the bitter dispute, new problems
arose.

Texas says it will consider fixing some permits through a
process the EPA has made clear is unacceptable.

The EPA says it will put companies that go through that process under greater
scrutiny.

Earlier Thursday, Texas asked a federal court to block new EPA
greenhouse gas rules, arguing that they threaten jobs and are based
on questionable science.
