Nacogdoches County Hospital District trustees can expect to hear a lot about the Texas Healthcare Transformation and Quality Program, or 1115 waiver, in the coming months, Memorial Hospital CEO Tim Hayward advised board members Tuesday.

“You will get an 1115 waiver update probably every time we come together in meetings,” Hayward said during the regular monthly board meeting. “It’s that big of a deal.”

The initiative is quickly gaining momentum, but because there are still many questions of how the 1115 waiver will work, Hayward likened it to “kind of like building an airplane while it’s in flight,” he told trustees. “It’s been launched, and we’ve got to continue to put it together and not let it crash.”

The program will allow Texas to replace the current federal Medicaid funding system with one communities are building around local solutions that reward hospitals for efficient patient care and innovation. The initiative would eventually provide incentive payments for health care improvements and direct more funding to hospitals that serve large numbers of uninsured patients, such as Memorial.
