He plans to wear a dress and join classmates at Waller High School’s commencement

Houston — The Houston Chronicle is reporting; despite rules calling for young men to “wear dress slacks, white shirt, tie and dark shoes,” an agreement has apparently been worked out for Brandon Navarro, who’s gay, to wear a dress to graduation.
