Consider that (1) teachers aren't paid squat, (2)school boards are elected without any level of expertise, (3) superintendent positions are political, promotional and only partially educationl, (4) the state changes its requirements based on politics and latest test scores only, (5) parental involvement at home, in schools and more importantly in childrens' grades is near zero at all levels and (6) role models are all negative toward education. Where's the surprise. Go to work, make changes.
