Cherokee County is in "good" condition because of exceedingly high tax rates that result in over 10 million dollar surplus. Compare Cherokee County with surrounding counties tax rates and you will see that it is almost 3 times the going rate. Also salaries for everyone "beneath" the county buffoon and the commissioners is pathetically low, just for starters.
