I agree with the first comment. What happens when the new facility of the SPCA is full to capacity, and more dogs keep coming in? Are they going to euthanize as well to make room for more dogs? Another shelter doesn't solve the problem of overpopulation, and those who dump animals in the country not neutered or spayed. We need an education program for the public on pets along with the low cost spay/neuter programs, and grant funding for really low income homes for more spays/neuters.
