Reducing the need for Tobacco cultivation will be a threat to the livelihood of those countries which are majorly dependent on Tobacco production. The main problem would lie on how people abuse the use of tobacco, especially when talking about smoking. And now that electronic cigarettes will now be treated as tobacco goods another issue would come up.
