The "Trial Lawyers Association" having the ear of Congress has opposed this approach to finaly realistically trying to end the crime associated with illegal drug use. Many lawyers make a substantial living defending offenders, county budgets depend on fines. By eliminating the blackmarket's availability to recruit new addicts/users taxpayers are spared the costs of prosecution and incarceration, lawyers get new jobs in rehab., America gains a productive element back into the workforce.
