"Anyone in the state of Texas should be able to travel down a straight stretch of road in the rain, going the Speed Limit, and not be in fear of Hydoplaning.... " --- WRONG WRONG WRONG. The maximum speed limit in Texas is not necessarily what is posted on the signs, it's what's "appropriate for conditions," which includes rain. It's safe to assume that you never slow down in the rain until you start hydroplaning. Foolish.
