Rediculous? Of course it is. However, more revolting is the fact that storms and floods are not FEMA's purpose for existence. It is the secretive continuity of goverment program created, in part by classified "national security directives" where FEMA has its origins. This is the executive branch program that purports it has the lawful authority to suspend Congress and the Constitution in times of "national emergency" which is very loosely defined. Gee, it doesn't say that in my Constitution!
