This mandate is no different from cable television or EMS providers. Cities provide customers with only one cable network provider. You cannot choose a cable provider. Same goes with EMS services, both cities and counties use only one EMS provider. When you call 911 you cannot request a specific EMS provider. You use the provider that has a contract with the city or county.
