Any bond issue that is to be paid for by property taxpayers will always pass as long as people who don't pay property taxes can vote on it. People over 65, who's taxes are frozen, and people who don't own property, have nothing to lose by approving a tax increase on the younger property owners. Only property owners should be allowed to vote on these bond issues.
