this is probably unconstitutional ; but look at the blowback. According to their "standards"., a black person is considered only 75% competent therefore why hire a black( or anyone but a white or Asian) to do a 'full" job, or get a full pay or have a full vote or be responsible for a full auto accident or finish a "full" contract or do a fullday's work??

Obviously someone with not a "full" brain!! This is not an idea, it is an insult.
