Those who are known to be insane need to be institutionalized and not left on the street.
Those that read of post where people they know say they are going to kill should be punished if they do not tell authorities (we do have a law in Texas if you find a dead body you are required to inform police... this was done after in Tyler some kids KNEW of a dead body near Lake Tyler abut just told other kids and they all came by to see it. No one told the cops.)
