What they are trying to do is backdoor registration. The form you fill out when buying a gun is kept by the dealer till they go out of business AND THEN THEY GIVE IT TO THE ATF TO KEEP FOREVER.
They are supposed to not keep NICS checks past a few months but they have been caught lying about that by Congress. The catch is, how do you make sure the government won't keep all the records so they, in effect, have registration of all guns. And when ready, confiscate them all.
