ds...your perfect scenario would be open carry everywhere, at all times, in every conceivable venue...scores settled in broad daylight (oh, so sorry about the collateral damage), anyone old enough to hold a firearm and pull the trigger given a gun and holster, machine guns (or "appropriate to the task" assault weapons) poised on houses, businesses, bridges, and on street corners.
