Students' math could show path to success for shelter efforts
Houston — The Houston Chronicle is reporting; to cut the euthanasia rate at Houston's Bureau of Animal Regulation and Care, the city has added staff, upgraded facilities, expanded adoption events and formed a foundation to support its work.
