Not uncommon for such facilities to be close to vulnerable populations
Houston — The Houston Chronicle is reporting; after the ammonium nitrate explosion in the Central Texas town of West, questions were raised about why two schools and a nursing home that were severely damaged were located so close to the West Fertilizer Co.
A Houston Chronicle analysis shows that in rural Texas particularly, it is not uncommon for such facilities to be close to vulnerable populations.
