Bossier Parish, LA (KETK) — The Bossier Sheriff Office obtained an arrest warrant Wednesday for a Bossier City man currently living in Arkansas for failing to register as a sex offender for more than a decade while living at various residences in Bossier Parish and possibly Caddo Parish.
Bossier detectives have charged Frank Delbert Morgan, 65, whose current address is listed in Cove, Arkansas, with one count of Failure to Register and Notify as a Sex Offender.
Morgan was initially charged with 12 counts of Indecent Behavior with Juveniles in 1995 for inappropriate sexual contact with 12 girls in Rapides Parish over period of five years. He then plead guilty a year later to three counts of the same charge and ordered to register as a sex offender for 10 years. He resided in various locations, including Bienville Parish and St. Helena Parish and complied with sex offender registration for the first five years. However, he last registered as a sex offender with an address in Ringgold in 2001 and never completed the 10-year sex offender registration requirement.
Earlier this month, Polk County Sheriff’s Office in Mena, Ark., contacted the Bossier Sheriff’s Office stating they made contact with Morgan and discovered he had failed to register as a sex offender. He was arrested and charged with failure to register as a sex offender in their jurisdiction and a convicted felon in possession of a firearm. On Oct. 16, he pled guilty on those charges and received a sentence of five years supervised probation.
Bossier investigators then learned that Morgan had resided in various locations in Bossier Parish from 2002 to 2013, including Benton Road, Cattleman’s Trail and possibly Fairfield Ave. in Shreveport. Morgan is believed to have moved to Arkansas in early 2013. Neither law enforcement agency has a record that Morgan ever registered as a sex offender during that time. That’s when Bossier Sheriff’s Office obtained a warrant for the arrest of Morgan with a bond amount of $75,000.
Although investigators do not have evidence that Morgan committed any sexual crimes while residing in Bossier Parish, his confession in the mid-90s to illegal sexual contact with juvenile females and his disregard to register as a sex offender causes alarm. In 1995, he admitted most of the inappropriate sexual contact with at least 12 juvenile females was made with girls through his position and access to churches in central Louisiana.
