Kilgore, Texas (KETK) — After Dustin Rhan Lay, 26, of Kilgore, evaded arrest by police to an active warrant, the STAR Team was activated and assigned to locate him.
On Tuesday, the STAR Team located Lay in the 500 block of Higginbotham Road in Kilgore. Lay was found in a back bedroom of the house and taken into custody.
During a search, Lay was found in possession of .5 grams of methamphetamine. He was charged with Gregg County Warrant MTR/POCS Misdemeanor A, Gregg County Warrant Evading Arrest with a Motor Vehicle Felony 3 and Possession of a Controlled Substance POCS State Jail Felony.
While officials were at the house, 24.5 grams of methamphetamine and .5 grams of methamphetamine were recovered in two different locations. Residents of the home identified as Kristan Noelke, 25, and Brandi Nicole Foster, 19, were both arrested and booked into the Kilgore City Jail.
Noelke was charged with Possession of a Controlled Substance POCS State Jail Felony. Foster was charged with Possession of a Controlled Substance POCS Felony 2.
