TYLER - The Smith County Commissioners Court held their second budget workshop Tuesday. They talked about the current budget shortfall of more than $5 million. Smith County Judge Joel Baker says they're looking for new ideas on how to cut spending before they adopt the 2011 budget in August. Judge Baker says the county has already cut spending by thousands of dollars before their first workshop. The goal he says is to cut spending without laying people off.
