Perry's plan: no more lifetime appointments

Perry says if elected he'll scrap lifetime appointments to the federal bench

Tyler — Rick Perry has an "uproot and overhaul" plan he says he would implement if elected as president.  Part of that plan would end life tenure for federal judges. His plan would shift lifetime judicial appointments to 18-year terms.
