The announcement was made during the College Football Awards show at Disney World.
Stanford's Andrew Luck, Boise State's Kellen Moore and Houston's Case Keenum were the other finalists.
A Big 12 quarterback has won the Davey O'Brien in seven of the last 11 sevens.
Texas A&M's Randy Bullock has won the Lou Groza Award as the nation's top placekicker.

Florida State's Dustin Hopkins and Florida's Caleb Sturgis were the other finalists.
Bullock is the first Texas A&M player to win the Groza.
Louisiana Tech's Ryan Allen has won the Ray Guy Award as the nation's top punter.
Auburn's Steven Clark and Oregon Jackson Rice were the other finalists.
Allen if the first Louisiana Tech player and first Western Athletic Conference punter to win the Guy Award.
Oklahoma State's Justin Blackmon has won the Biletnikoff Award as the nation's most outstanding receiver for the second straight year.
Oklahoma's Ryan Broyles and USC's Robert Woods were the other finalists.
The only other two-time winner was Michael Crabtree of Texas Tech.
LSU defensive back Tyrann Mathieu has won the Chuck Bednarik Award as the nation's top college defensive player.
Alabama linebacker Dont'a Hightower and Penn State defensive tackle Devon Still were the other finalists.
Mathieu is a Heisman Trophy finalist and the second consecutive LSU player to win the Bednarik, joining cornerback Patrick
Peterson.
Alabama's Trent Richardson has won the Doak Walker Award as the nation's top running back.
Oregon's LaMichael James and Wisconsin's Montee Ball were the other finalists.
James won the award last year.
Richardson is the first Alabama player to win the award.
LSU's Morris Claiborne has won the Jim Thorpe Award as the nation's top defensive back.
North Carolina State's David Amerson and Alabama's Mark Barron were the other finalists.
Claiborne is the second straight LSU player to win the Thorpe.
Patrick Peterson won the award last year.
Alabama's Barrett Jones has won the Outland Trophy as the nation's most outstanding interior lineman.
Stanford's David DeCastro and Penn State's Devon Still were the other finalists.
Jones is the third Alabama player to win the Outland, joining Chris Samuels in 1999 and Andre Smith in 2008.

Boise State's Kellen Moore and Alabama's Trent Richardson were the other finalists.
Luck, a Heisman finalist this year and the Heisman runner-up last year, is the second Stanford player to win the Maxwell.
