Texas employees asked for better benefits under Gov. Ann Richards in lieu of pay increases and received some of what they asked for and under Gov. Bush state employees had some of those benefits taken away but did not receive the pay increase either. Gov. Perry has shifted funds form Texas employees pay and retirement system ($75 million this was from what the employees had deposited not the state) to the enterprise fund for corporations.
