I believe you should have to obtain a permit to own a Pit Bull dog. If that Pit Bull has puppies each of those have to be permitted or registered. The cost of that permit should be high enough to deter most people from owning them. That way only those who can afford to keep them safely and pay for the damages but mostly just to cut way down on Pit Bull ownership. If they are not registered or the owner does not have a permit you give them a ticket that is equally high and give them a certain amount of time like 30 days to buy a permit and if they haven't you pick the dog up and euthanize it or adopt it out to someone who pays for the permit to own this dangerous animal.
