No, the Brady Law has to do with background checks only, although that was signed by Clinton, too. This ban on high capacity magazines (over 10 rounds) was part of the Federal Assault Weapons Ban that Clinton signed in 1994 and expired in 2004. And this law was much more restrictive than Brady in that it restricted the weapons themselves, and not the buyers. Brady said that felons and the like cannot buy guns, but FAWB said that law-abiding citizens do not have the right to own guns.
