Apparently an investigation has found everything is not as it appears to be. The students were not told to stop praying per se, they were told it was time to return to class, because the lunch period was ending.
The students refused to wind down the prayer,and return to class which indeed was a reasonable order. More students joined in, becoming defiant, and the school was afraid it would have a riot on its hands.
I'd say it was poorly handled on both sides, now that we see the whole picture.
