I can see both sides of this. Both are good points. If the students do have to drop out of school because of family hardship then why not have proof of your job when you apply for a driver's license?
However, I believe that this is just election year rhetoric anyway.
I do hope that students will stay in school. The technology is changing so fast that in order to be able to get high paying jobs you have to have continuing education all of your life.
It didn't use to be that way, but it sure is now.
