We are too tough on minor offenders, like marijuana use or shoplifting, and fail to throw the book at violent criminals. Parole for juvenile offenders? I think it's OK, but use caution referring to psychological evaluations, etc. For minor offenses use technology such as ankle bracelets to mitigate jail costs.
